Why develope for MPU4? Its very old and limited...
The royalties on MPU5 are probably very high and not worth it for some start up company.. as for the JPM/BFM etc.. I think these are closed systems thus you wouldnt be able to develope a game for it anyway.
If you are thinking of making a new betting machine or something youd probably be better off using a PC to control it as you can put one powerful enough to run a gaming machine for much less than it would cost to buy a MPU5 system.. not to mention I'd have no idea where to get the MPU5 SDK (If you do get it make sure you leak the emulator/debuger :P)

I have writen similar stuff in the past in VB and VC++ on windows platform.
Id suggest you look over some of the source code at www.pscode.com as theres a few fruit machine, roulette, poker etc etc there that might give you a rough idea.. I am afraid it dont appeal to me personally as I am a lazy **** really.. even the fruit rounds are a chore these days let alone firing up Visual Studio and coding..
What exactly are you trying to develop? A thing like a fruit machine powered by a PC core will require strong knowldege of driver coding as its likely to have lots of serial port devices.. the stepper motors for reels, hopers, LCD display etc.. none of which are massivly complex but take into account it will require significant amounts of injection moudling or similar to make all the buttons etc.. all in all a very lengthy process in a market that is pretty much owned by the Barcrest group.
If you were planning on making a more simple touch screen terminal type game that would be a lot simpler and cheaper to put together.. touch screen CRT monitor and PC as the core inside a metal case..
Id write up a very detailed plan of what it is you intend to do before even looking at coding techniques.
