Double Dragon

Why does it seem that everytime I land on the ? option of the double dragon board i only ever get GAME OVER?

Even if the machine is paying out, you never seem to get anything other than game over or spin even.

Is it a bug in the software or a normal part of this machine?

I will often get continue Yes/No (with or without slowdown) or Hi/Lo continue (with go Higer or Lower hint). Even game over doesn't kill you some of the time!!!!
