Only if
I heard this myth a few years back especially around the time of the over rated 'Millennium Bug', me and the lads were waving our phones around every fruit machine in Cannock to no avail... Anyway, on most Nokia phones there is an IR facility but that is no use, as it is not multi-wave when transmitting. I've heard that nearly all machines have different IR frequencies this is due to make, model, manufacturer etc. But I am VERY intrigued by the multi-wave IR devices you can buy on the web, especially imported ones from the USA. Very risky though!
The only use a mobile phone has is to store number sequences when offered follow me features (1,2,2,3,1,3 etc.).
I have a rich mate who has an IR device that opens his front gates from half a mile away... I might try pointing it at a machine in my local. The answer to your question is no, but I wish there was a way to manipulate a fruity with a phone. I believe every mobile phone owning fruit machine player would agree.
We would all be millionaires if it worked and it would probably be the worst kept secret in the fruit machine fraternity!
