Rules on cashing out/buying back in

Ok folks looking for a ruling on the following situation, it was a home cash game I was NOT involved in, blinds were set at 10p/20p with the general buy ins around £10 to £20 per player. After a few hours play 1 player cashes in for £43 and decides to call it a day, 20 mins later the same player then decides he wants to re-join the game but wants to buy in for only £10. Is there any ruling on this? As I wasn't there I didn't have any input but is there a ruling on this as such? From what I believe the others at the table were not happy at this and wanted him to re-join the table with his £43 he left with, any info much appreciated cheers.

Well I've just found out basically he was ratholing and that is prohibited, so end of this thread! Lol

For sure man, I wouldn't take that at one of my home games, even from the misses
