If this is the case, your looking at getting a quote, I could whip something up like this if you wanted, and looking at what your looking for, im pretty interested. Is this for gambling purposes? If so, a license would be required, if its a new game, you would need to trademark it, but onto what you want... how is the game interpreted?

A Ball on a wheel?

Balls in a machine chosen at random?

Intervals between draws?

I think I have already got half of what you need already done. I wrote a program called SuperLottoWheeler (gee same as my name!).

I may just add in some of this filtration stuff that you listed.
