The reason is obvious Stu, by turning your cards over you attempt to get a reaction from your opponent..if both players could do this maybe it would be fair...but only one person is in position to try and get a read of a opponent by turning his cards over, does it help i doubt it!, is it fair that one person can do this while the other has to sit there?......
